Daredevil Elite
This elite seems designed to bypass the downed state completely if used properly. Hit 1 dazes, hit 2 launches them straight up, presumably while still dazed, and hit 3 is the finisher.
Seems like the intended use is to use hit 1 to last hit their HP, hit 2 would launch so they can’t reflexively use their downed launch/blind/etc. (as it would hit before their downed state skills spin up) and hit 3 finishes them while they’re still in the air.

I don’t think you should worry. Finishers take 3 seconds, our new elite is faster.
Impact Strike- 1/2 sec
Uppercut – 3/4 sec
Finishing Blow- 1 & 1/2 sec.
so 2 seconds 3/4.
But the small moments of invulnerability? I don’t think so. If it counts as a Finisher, it should be ignoring any of those invuls. Once again , Thief profession is tested on the mastery of timing.

Remember that Launch (the 2nd skill’s CC) is one of the only control effects that actually works on downed bodies. Not only can you finish a downed person faster in total with the Elite’s chain, you can also stop them using their #2 skill to counter you as you finish them due to that Launch (Thief’s instant cast teleport withholding).
I can see that being a way to just guarantee that someone already down actually dies. That or you target a nearby ally who is ressing them with the first hit, then launch and finish the body.
