As I said before, they spent all their time, effort, and creativity on the classes they have favoured since GW1 and just smacked on rifle, to please the vocal minority open world PvEers, and called it a day.
Worst espec in this expansion, followed closely by Renegade (based on what we saw in the demo).

But tbh, the ranger, guard, rev steals are good. Necro, warrior and thief are OK.

I think you misunderstood my statement; let me rephrase it: Consume Ectoplasm itself trumps the entire set of NEW stolen items.
I am not sure they are random but they can use tweaks. Initially I thought the tooltip giving an ammo count suggested there two uses of each on certain skills but that was misleading. This actually seems to be the maximum amount you can stack which really makes them subpar when compared to old skills.
1>Steal Warmth Gives Vigor as it applies Chill. Chill is three seconds base. I think it warrants adding a second Boon (stability 4 seconds 2 stacks)
2>Steal resistance . This gives 3 seconds resistance and three stacks torment for 8 seconds. I suggest the resistance goes up to at least 5 seconds.
3>Steal Precision This gives 6 seconds Fury and 6 seconds Blind. I suggest it has The next attack is unblockable and fury go to 8 seconds.
4>Steal Health Gives a 1290 heal and applies 5 stacks poison 8 seconds. I suggest this health be increased to 1500 and it adds 4 seconds Regen.
5>Steal Strength applies 5 might for 8 seconds and applies weakness for 8 seconds. I suggest Both go to 10 seconds. I suggest a 1 second stun added.
6>Steal Time gives Quickness 2 seconds and slow 2 seconds. I suggest this increased to 4 seconds each and 10 seconds swiftness added.
7>Steal Durabilty has protection at 5 seconds and 10 stacks Vulkitten suggest increase Vuln to 10 seconds. I suggest apply burn for 2 seconds added.
8>Steal defenses has Aegis one stack and 2 stacks poison 8 seconds. I suggest adding Gain retaliation for 5 seconds.
9>Steal mobility. Has 1 second Immobilize and 3 seconds superspeed. I suggest Immob at 2 seconds along with 4 seconds superspeed. I also suggest a daze 1/4 second.

The new stolen skills increase in duration per malice.
There are also traits that improve them, such as 10 stacks of might upon using them at 600+ range.

Yes that duration thing I had forgotten about . In practical terms you are rarely going to be abe to steal when an enemy has malice stacks on as he starts at 0 and malice will tend to expire before the next steal (unless in s/x and acro) or taking improv.
Ok so thinking this through.
This means in order to leverage your stolen item ability you should wait on application until you get a few malice stacks. Barring that you could apply at say 7 or 8 seconds, use mercy and apply again.
On reflection I might want to wait until testing this more to see how well it will in fact work given I did not try the wait for malice nor did I try out an Improv S/D build. The ability to double up the application of the existing might be more than enough.
As in Steal resistance.
Steal and acquire skill with Improv having 2 uses. Wait for 3 malice stacks apply, and apply again. Use mercy steal again and acquire another iteration of one stack using these immediately. (this assumes improv still on cooldown) This is now 3 uses of Steal resistance applying 3 stacks torment at 12 seconds each time and 3 resistance at 3 seconds each. Get a reset via s/d and acro using swindlers and acquire 1 more application of each. If you manage to hit 20 seconds from first steal improv kicks in again. (durations are only factoring in malice at 3 stacks and ignoring malce being higher and the 16 percent duration out of acro)
OK. Forget my suggestions.
This can be VERY potent if traited. While plasma can get all of those boons and use the same cycle for a very deep supply, it only comes off a mesmer and there no added condition applications and yes being able to us Peripheral vision to apply all those stacks of torment to enemies and that resistance to allies at range will be huge.

Malice builds up quickly on pistol.
For me a Sneak Attack and a few extra shots is enough to increase the duration decently.

Gimme a break. Are you really just saying that, as reverse conclusion, the majority of the players of GW2 play PvP content? I heavilly doubt that both statements are right. Neither are the PvP players a majority, nor are they silent. When it’s about class balance, you read about PvP like in 99% the cases, sometimes I even check if I am in the general thief forums or the PvP forums.
Until yesterday, I’ve been very ambivalent over Deadeye, but then I realized it could boost my playstyle as solo PvE into perspectives I have never thought of. I just have to see how the engine works when it’s actually shipped. . . .

Mace Head Crack: It’s a freaking daze! It’ll stop them from harming you for a few precious seconds and it’s a free interrupt!

Healing Seed, it’s a free bit of sustain. That’s the difference of you winning a fight or not.
My favorite will always be Necromancer’s. Fear. I ALLLLLWAYS hold onto this fun little thing. Find a Zerg next to a cliff. Sneak up on them and pop that skull. Watch the kills rack up as a bunch of people go running off of the cliff to their deaths.
And I don’t know if you ever payed attention to the videos of the thief before the game released. But that steal ability is also good for letting the thief run off to some random ass mob in the middle of a fight, test his luck on what he grabs and comes back to blow someone’s head off with a rifle he stole from a moa.
