They do great damage with haste BUT.

Haste synergizes best with the AA so weaponsets with a hard hitting AA such as dagger in main hand do better with it.

The AA on p/p has vital shot which can be very hard hitting with haste but has to occur from stealth and the set has no easy ways to gain stealth inherent in it. You can trait glass cannon so as to make your AA vital shot hit fairly hard in a power build but it will get no where near what a hasted dagger can do.

This does not mean a p/p user utilizing haste is useless. It can work very well in a group setting wherein you take people down to low health quikly from range with unload but if you try this 1v1 it easier to dodge or block those unloads and you will soon be exhausted of that INI.

I like P/P as well, but like babazhook stated, I find INI management to be my main issue.
