Downed Skills: I really don’t know. For whatever reason, the special moves of every class are like this. My guess is that they want you to use your attack for a few moments in the hope of making you feel heroicly defiant.
Smoke Bomb: This skill is worthless if you’re dead in a spot that’s right where the mob normally paths. However the skill is rather useful when you become Downed by a mob that has chased you beyond its normal roaming range. Hitting the Smoke Bomb will put you into stealth, which will immediately leash the mob and make it run back to its normal area. In that situation, it’s a life saver.
It might be useful for leashing mobs that are out of their range but if you are fighting inside their range then it is ineffective, I have hit smoke bomb after I teleport and by the time the smoke bomb casting time goes off the mob is already on me and has hit me once. The duration basically means the mob can have a small breather, turn around then unstealth to finish me off. If you are a thief, and you get downed? You’re dead unless the mob is also almost dead and you can throw daggers at it. If they increased the speed of mobs leashing back to their path instead of them moseying back, smelling the flowers, the 2 second duration might be effective.
