Druid Laazzaar tracks
I think it’s intended, as I found out ages ago that Arc Lightning from an elementalist tracks a stealthed thief.
It’s not that it’s an intended thing, it’s unfortunately poor design choice, and possibly programming limitations.
It’s what happens when you put a lengthy channeled skill, easily queued on top of itself, as an auto-attack. The result is a continuously channeled chain with no real end, which makes for nigh indefinite tracking, and sometimes continuous damage, even when it should have ended.
Plus both the Elementalist and Druid skills effect bugs out, which also easily tracks the target. But that’s the same result as when any other skill effect bugs out. Like the Rangers Greatsword leap, with the Hawk. A visual effect only, and typically limited in the number who can see it.
It is in fact intended. They hit you with the start of a channel. You take the brunt of the skill because if it wasn’t a channel it would have hit you normally.
You can still dodge the damage and shadowstep behind them to force the beam off of you.

It is offset by how easy it is to spam Interrupts when a Druid is using it.

That tracking is indeed not really fair. U get Dmg and it also shows your position. When u are out of Dodge and Bandit that can really hurts,… but more than the laaazar those kitten pets sucks even more, with that high dmg.
I don’t understand that a class with high heal, protect, invul, range and even skills where they can reveal you also tracks and have so much channeled skills. For me it looks like that Anet is on an Anti Thief trip.

To be honest, this is one of the reasons I stopped playing with stealth some time ago.
Don’t follow me, unless you enjoy being chased by angry men with sticks.
Power Build Condi Build
It’s the same concept with Ranger Longbow 2, Rapid Fire. The skill will be cast in its entirety, unless interrupted, but stealth doesn’t stop anything.
Revenant Sword 3, Unrelenting Assault, is more of a appropriate design, where the player can’t keep attacking something it does not see.
So hopefully that staff tracking, among other skill get corrected.
