Jupp eactly. If you have the time and money take vipers, the condition duration on it leads to more stacking and thus more dmg.

Also, duration increases are nice on some sigils for condition specific increases. For example you can increase poison duration and take greater advantage of the poison on the shortbow 4 – choking gas.
Don’t forget to include some vitality in the final mix. Having at least 16k hp is probably ideal. More depending on the applicable circumstances.
A lot depends on whether you want pure condition or a hyrbrid. Added to that the weaponset you focus on plays a factor. As example longer durations are more important to a p/d set then a d/d set.
The traits you take play a role as well. As example if in d/d and taking the DA line you get a decent push to poison durations via Potent poison meaning it less important to try and get durations from armor chosen.
