I have a build very similar. It uses daredevil to get crits than sigils of Intelligence on the main weapon for spike damage.
However for your consideration.
Consider s/p as weapon set.
Consider taking pulmonary impact with daredevil
Consider bounding dodger.
Consider might stacking via p/p off hand.
Reasons why.
Pulmonary impact does not rely on crit at all but if you have high power can hit very very hard. If you stack might and have maximum power base you can close on 4k in power. This makes a hard hitting PI.
if you go SW over Infiltrators you get a very short cooldown trick which can clear a condition every 16 seconds. Rather then port to target you pull it too you. This has advantages as you can pull people off walls, traps they stand on or marks. It also generates an Interrupt if timed correctly and can trigger that PI.
With bounding dodger and those DD runes you can generate excellent damage. Every second dodge at least is a crit and if you have high power even with little ferocity it will hit hard.
A sigil of intelligence is very useful in this build on your main weapon set. When you swap from the off hand weapon you will get three crits in a row. if you swap with regularity this significant extra damage and you can time it for spikes and burst for when the opponet close to being downed. One thing I would do here is do a PULL with the SW , swap weapons to the one with the sigil of intell and then pull off an impact strike chain (taking that over basi). You will have multiple interrupts that can strike in sequence for PI and have three crits in a row. (The PI of course does not crit)
I started a similar build to yours with an s/p set under the premise I would use PI to generate interrupts and be in essence a tank. I started there and slowly started peeling back a bit of the toughness to get a bit of ferocity via valkyries. I found that unless I was getting hit a lot the extra toughness was not being used a lot and it no good against condies anyways. It really good for spike power damage but I found the times I got hit in game by such rather then dodging or avoiding it in some other way not that frequent.
This is personal prefernce and style of course.
