Well, the good news is that a lot of new content hasn’t been added to the game outside of Living Story (which you probably have locked out at this point) so unless you want to purchase the whole story, I’d say the biggest thing you might want to check out is the new Silverwastes map. It’s a grindfest of loot and gold.
As far as your condi spec, dungeons and fractals always have been and still are dps oriented, meaning running full berserker gear + trinkets for your thief will be the most optimal. s/p and d/d with 2ndary shortbow are usually the recommended weapon sets.
