Here. Without ascended items and divinity runes. Slightly less survivable, but more damaging.
I think the key decision, after figuring out which weapons and traits you want to use, is how much health you need.
Personally, for most dungeons, I want to run around with about 15k health in melee. Besides the attacks that drop you in one hit regardless of your stats, you should be durable enough with 15k health to take a normal hit and survive long enough to get back and heal up.
Of course you can get away with less if you consistently have strong Guardians or Elementalists in your group, or if you stay at range all the time. Similarly, you may want more for WvW or fractals in the 30s or 40s.
You only have a handful of choices about where to get health; traits are great if you’re going into Acrobatics or can spare Practiced Tolerance. After that you’re looking at some combination of Soldier’s, Valkyrie, and all-stat gear.
The lowest hanging fruit is Valkyrie gems (Beryl Orbs), since they have a great rate of return on critical damage. Divinity runes are a bit better in your armor if you have the cash. Soldier or Valkyrie weapons are also a great idea for your melee set – essentially, you need more health when you’re in melee then when you’re at range, and putting defensive stats on your melee weapons (and pure offense on your ranged sets) makes that transition naturally.
I prefer to put all offensive stats on my armor and fine tune with defensive jewelry, because jewelry is cheaper and easier to swap out than sets of transmuted and runed armor.
Once you have enough health fill out the rest with Berserker or Rampager gear, depending on your taste. Toughness is not a big deal for the thief (you do not have enough sustain to make it shine), and healing power is a dead stat.
My shopping list of things to consider would be something like:
Weapons: Valkyrie and Soldier for melee sets, Berserker and Rampager for ranged sets.
Armor: Berserker or Rampager.
Jewelry: Berserker, Rampager, Valkyrie, Soldier, Allstat. Do your fine tuning here. For ascended pieces, consider Full Zerker, Zerker with the Valk jewel, and the allstat trinkets.
Runes: Divinity, Ruby Orbs, Beryl Orbs. Other good sets that spring to mind are Ogre, Eagle, and Scholar. There’s a lot of good stuff here and you shouldn’t feel locked into any particular set.
Sigils: Force or Accuracy in any off hand. Good procs are Fire, Air, Blood, and Rage (melee only). Stacking power or precision are not bad either, though I’d only recommend them on an inventory swap.
You’re going to have to experiment to find the exact combination you like, however. I have hundreds of hours on my thief and I’m still tweaking my stat ratios.

I didn’t follow the build, but if you’re putting any Critical stuff in your build you might as well start with upgrading your armor with Ruby Orbs. They have a pretty good yield of +crit damage. Orbs in general are a good alternative to runes.
