It could have merit but without DA you are missing out on Panick Strike, it can is an amazing trait with P/P, the Commanders is interesting since it buffs your Might duration, you may want more precision and ferocity it really helps P/P with Unload bursts.you could swap out Assassins signet for Roll for Initiative since you are running Trickster,
Yeah, I even considered using an immobilize venom to compensate for the lack of panic strike.
I started out the build using the signet heal as well. Heal on hit, heal on initiative, and heal on crit can be a potent combination if you are consistently hitting a target. I dropped it because I wanted more condition clear and a cleanse for the immobilize, because it is a Core build and suffers relative to Daredevil in this regard. I think you are probably right that regeneration will probably help more in the long run.
I think you do have a point about Roll for Init. being better for keeping up the pressure with this build. The hard part I think will be dealing with reflects, etc.

Just counter reflects with your own reflects. Since you’re running Trickster-ish, just go with Dagger-Storm.
Then when the enemy pops their reflects you can be all-like “HAHA! I am now reflecting what you were reflecting back to me, back at you! While throwing more kitten at you!”
Then you can both stand there with your reflects up and stare awkwardly at eachother until the opposition grows tired of your beyblading and slams you into the ground because they realize your petty reflect don’t do kitten against a solid smack to the face.

Yeah only time I have issues with reflects are Ele and Scrapper due to all their low cd reflects.
I ran DA/Tri/CS very reliably using assassins/Valk and maurader mix, using ROI for an evade Condi cleanse and more pressure or to give Ini for disengage with SB. Withdraw is a far superior heal than Signet, now if you want to be pretty trolley you can run Signet heal Invigorating Precision and the Acro heal on Ini use, and have very fun sustain especially if you mix SR with it sit in SR for the lifesteal projectile finishers
If you’re going to run Ankle Shots you might as well run Sigil of Incapacitation as well for higher Cripple uptime. Otherwise, Practiced Tolerance might be better. P/P Thief is by far one of my favorite specs.
If considering ankle shots with incapacitation sigil you should also look at Sundering strikes with frailty. Unlike that cooldown on the bonus to pistols and the need to maintain crippled for the same, you can without any condition duration increase maintain about 8 stacks vuln with this combo and will see it peak over that.
The Combination of might stacks, with that vuln and lead attacks out of trickery can see those bleeds off the AA tick for a reasonable amount for a non condition spec build and while I have not calculated it out this compares favorably IMHO with the 10 percent bonus off pistols using ankle shots and is even better if fighting in a group than ankle shots.
Needless to say you do not get that crippled effect which is useful to a p/p build.
What I like about P/P is that you can design it to fight so many different ways. That most use p/p in a power build and spam the unload, does not mean it has to be that way. The Multi hit attack of unload can be leveraged in so many ways.
As example, I can build ~30 seconds fury just off an unload using the CS line and No quarter in a boon duration build which means of course you might not need TOTC and can spec flanking there or uncatchable.
Given might off TOTC is of little use unless in a group, you got ample swiftness off the acro Dodge if you did trait No quarter, flanking strikes for high uptime quickness is a better choice in boon duration builds.

It has been working out well, I am making slight tweaks to fine tune I have been playing around with s/d with D/p offset, it has very good mobility in and ooc, each set provides different play styles that answer the different builds. Your will come across.
