How does Blinding Powder work?
It’s entirely automatic. As soon as you hit 25% HP or lower in any way, shape or form, it triggers instantly.

PvE – DD/CS/AC – If that didn’t work, roll a Reaper or Revenant.

EDIT: Sorry OP, bottom line, Last Refuge (aka the Blind Powder trait) is mostly a detrimental trait, causing a lot more grief to said thief than helping. But as others have already answered, below 25% life and boom, Blinding Powder ignites. Either helping or hurting you… depending on your actions.
