How to Infiltrator's Arrow?
From my testing of that arrow, it can only let you go up as high as you could if you jumped. IF its higher it doest work. (Would be used to ninja castles and such in WvW)
If IA were to let you cross gaps and climb walls it would give you an unfair advantage over other classes in WvW and jumping puzzles, to prevent this Anet has changed the functionality of the IA so that there must be a walkable path between you and your destination, if this is not the case you will shadowstep as close as possible to your target location.
The videos you’ve seen of people using IA to gain this unfair advantage were probably from the beta.
Anything with “sharp” edges is usually a no go. Anything with a soft edge can ~usually~get up with IA. The trrick is knowing which is which and that just comes with time. When you learn those spots youll be able to escape much faster.
That and doing this usually gets you stuck in walls. lol
Elementalist can get to far places with that skill that become them into a lighting ball and also with the water bubble they can jump to places where noone else can, IA sometimes even fail if there is a little rung in the way.
With me it seems its not worth doing it because at least from my POV it has a cast time and i usually don’t get very far when it shoots off and reaches the point. I wish it was more like the Ele’s short teleport blink type skill.
I have personally watched a thief do this several times in a tPvP match. He would be down at the bottom of teh treb (out of LoS) and then he’s be at the top piecking at me and the mesmer, then he’d stealth and run away, run around to the bottom and poof right back up.
In what world does that say: “Fair”
Sometimes, it’s Infiltrator’s Strike or Shadowstep that does that. For instance, I had a return point in the clock tower, retreated downwards so that the enemy would chase me and then used my Shadow Return to leap from the tunnel under the tower to the capture point.
As for Infiltrator’s Arrow and traversing drastic terrain, I’ve not really seen it. The range of the skill seems to make that somewhat prohibitive.

Thats probably the shadow step skill, you can return to the spot you shadow stepped from
