Idea: Evasive-Regen (power or condi) Thef
My own impression is you have too few sources of might to really leverage those runes in a meaningful way but that is just me. The 5 percent extra damage from bonus 6 is compromised by the rather low power overall.
If you want an uber evasive build you might consider Withdraw as your heal. It on a shorter cooldown and has no cast time so can not be interrupted. I know you do not then get that regen but your build still has plenty of regen from other sources.
Other things to consider from a WvW perspective is Runes of the Aristocrat with marjories chili. This gets you 6 might stacks on every heal and adds to both condition and direct damage. With withdraw and Inertia you can really build up those might stacks to the point they surpass what the Runes of Strength give.
Rune of the adventurer can also be a lot of fun in an uber evasive build. With vigor on heal and that might on dodge food a heal available every 15 seconds will also refill your endurance virtually instantly,

Thank you for your comment, i agree on the choice of heal. I have never try those runes so i will now, also im toying around with a power version using sword and same amount of evasion region, i think the lack of damage mitigation is the problem, i will update the post with the results of my test.
again this is just an idea and i do think is a very active game style
