Improvisation Rework
It has been discussed before. What made improv worse is addition of physical skills with HoT which reduced chance of utility reset overall. It seems like Anet likes it this way so i doubt they will change it.

I like ur proposition alot.. what i would like even more, tho its not very probable, that we get is for improv to allow 1 random utility skill to reset cooldown AFTER next use… the skill could be highlighted and it would alow some very intresting plays… also it would allow for example to use signets and afterwards get passiv effect back imideatly.. skills with multible casts such as shadow step or distracting daggers will reset after the last cast. there can only be one skill affected by improv getting it again will overwrithe the previous.
Just imagine the potential :-D Also u could plan around the reset more even tho its still random and an “improvisation”
I know its highly improbable but a man can dream :-)
Edit: Also improv NEEDS to be changed in the near future anyway because it will get weaker and weaker with every comming new elite spec and their new skilltype.

Ok I actually like improv, it works as such if you slot 1 of each skill type with an elite spec. it will always recharge one of the available skills.
Because it also only affects available skill types, it means that it won’t attempt to recharge a skill type that it doesnt have. So even with 10 elite specs, it will always be just as powerful. Actually no, if you don’t use a elite spec and just use core thief, then this trait becomes even stronger.
I am of the strong opinion that the GM traits in DA are masterfully placed, because all are very strong, and all have a place in the meta!!! That’s amazing balance when you compare it to every trait specialisation.
There is one thing however, I’m not sure if it’s been fixed or not, but it would be good if improv could finally be fixed to also affect the passive haste utility in trickery (flanking strikes). I think this is honestly the only thing it needs. It would be better to focus on the GM’s of other trait specialisations.

Honestly I think Improv encourages build diversity.
I don’t know why anyone would want to run so many utilities of the same type anyway, a good, balanced build usually has a few different skill categories. It’s just silly to me when some people will run something like 5 tricks and then say “Improv is bad”. It’s a risk/reward thing. The more utilities of the same type you run, the higher the risk is, but the higher the reward is. Diverse utilities will yield more mellow but reliable results, and that’s the point of the trait.
Not to mention there’s a second part to the trait (two steal skills) which can be utilized universally.

Actually i would like to see that improvisation resets the cd of the last skill used. It needs some ICD but it could be sweet for build making.
It could also work like quickdraw from ranger. After steal the next utility you use has a 66% reduced CD.
9 Sylvari, 9 unique Builds.
TBH only equipped spells should be affected by the improv (fixed % chance to reset one of the spells on utility bar). The problem atm is, as stated above, that with addition of the new skills the current improvisation will continue to have lower and lower chance to reset CD. So every new spec will be direct nerf to the trait. I don’t think they thought it through and i don’t think it is a good design.
