Improvisation -- What is a bundle ?
The Improvisation trait refers to a bundle as a stolen skill – any skill you acquire upon using Steal on an enemy. The trait does not improve damage while holding, say, a water gun.

a bundle is an engineer utility I believe. I may be wrong.
turns out I was wrong ;-)
Bundles are what you used to be able to bring to dungeons, like teleporter gun or flamethrower kit.
However with the last few patches they removed outside partys and you can no longer bring items into dungeons.
So the trait is pretty much useless.

Basicly an item that replaces your skill set, stolen skills do not count.
the bundle is when you hold the www arrowcarts in your hands
you do 10% more direct damage if you have this trait (not the condition part)

The GW2 wiki discussion shows that someone has tried damage testing with and without bundles. There was no difference, meaning that this is either a bugged trait or is working in a way that the tooltip does not reflect.
“A wise man once said something. No one paid attention.”
It would make sense if a bundle was a stolen item. Anything else makes no sense since the trait is based on steal.
