Interested in a D/D + Shortbow build
You could try a damage focused build using PVT armor for some surviablity with ruby or emerald orbs, Beserker trinkets and weapons (to give you some burst). This should give you about 15.5K life, 2.5K armor, 3K attack, and 43% crit (using rubies). Pretty balanced stats. After you get comfortable with the build, you can then start swapping out the PVT armor for more Beserkers if you want to trade survablity for damage.
0/30/30/10/0, with practiced tolerence, shadow’s embrace, cloaked in shadow, shadow rejuvenation. Other traits your choice.
Hide in shadow, shadow refuge, other utilities your choice – consider shadow step, blinding powder, smoke screen. For elite skills, consider dagger storm vs thieves guild.
You won’t have that super high glass cannon burst, but will be able to take some hits and deal good damage.

I do D/D + Short Bow. I run 25/0/10/15/20. I wear full berserker armor. I use runes of the traveler for the extra move speed(You can use runes of your choice, to be honest).
I am a Steal-focused thief. I trait Mug and Dagger Damage in the 25 line, 2 init back when I stealth in the 10 line, fall damage reduction in the 15 line(or might on dodge, I switch it around depending on terraion), and both steal traits in the 20 line(for fury, might, swiftness, vigor, and boon stealing from target).
I pick a target, preferably with a boon or two on him already. I wind up CnD, hit steal just before it finishes, and land both, thus stealthing myself, stealing up to 2 boons on him for myself, giving myself might, fury, swiftness, vigor(in an aoe for the first 3), getting 2 init back, and putting 3 vuln, poison, and weakness on my enemy. If I am lucky, my daggers or mug may have procced a lightning strike(I run a sigil of air). I am buffed with Skale Venom(consumable, may proc more debuffs), Mango Pie, and the best Maintenance Oil.
With the first Cloak and Dagger > Mug Combo, I should already have the advantage on my enemy. I don’t backstab immediately because 99% of the time, they WILL start spamming dodge. Twice. Instead, I follow them and backstab the moment they use their endurance up, while lining up my backstab at the same time. If this combo bring health below 50%, heartseeker 3 times and then CnD> backstab if not dead. Else, autoattack chain once, then CnD > Backstab > Health Check Enemy.
Remember, you should be initiating and be on the offensive. Pressure him. Make him burn all skills, but don’t overextend and kill yourself. If it gets hairy, pull out the shortbow, use your 3 to dodge skills when your endurance isn’t full while trying to finish him off, and/or infiltrator shot away to live for another day.
Once downed, CnD > Finish. If not enough initiative to CnD, drop Shadow Refuge to pulse and give me back initiative. If Shadow Refuge was burned, activate Blinding Powder to give back 2 initiative and stealth > Finish.
For elites, switch between Daggerstorm for taking on Zergs, and Thieves Guild for roaming. Thieves Guild, when first summoned, your melee thief uses Scorpion Wire better than you ever will, and you can take advantage of it, as well as using the extra DPS they provide to burst someone down.
For utilities, Hide in Shadows should be your heal, Shadow Refuge should always be on your bar, Blinding Powder should almost always be on your bar, and Signet of Shadows when running around, and when not running around, change it to a better utility, such as smoke screen, scorpion wire, or caltrops. If you are fighting with it on, remember that you can activate it during a finish to blind someone trying to interrupt you, such as a ranger daze or warrior hammer.
When fighting zergs, stick to shortbow. Choking Gas and Clusterbomb them, detonating it before it hits the ground to hit as many people as possible(since each explosion has its own 5 target limit), and to inflict more bleeding on enemies. For shortbow sigil, use Fire for aoe damage, or one of choice.
Do not be afraid to use Death Blossom to dodge/hit 3 enemies when the opportunity presents itself, but don’t burn out your initiative. As a non-condi thief, it’s only worth using against 3 foes, but you’re also in danger if you’re within 3 foes.
Remember, your autoattack both poisons AND weakens. As does choking gas(aoe though). Use it to your advantage, and use stealth to your advantage to regenerate initiative when able. If your initiative is on empty, drop Shadow Refuge and refill it. Or steal. Or pop Blinding Powder. Use everything at your disposal.
Just remember that you can steal Aegis from a guardian if it’s one of two buffs on them with this build.
