A Charlatan is a con-man, a swindler, using charm to convince people into giving him their money. Not to mention the Ash Legion and Order of Whispers storylines make your character out to be the Charr James Bond. All that’s missing is him trying to seduce the Master of Whispers to learn ALL the secrets.

Too bad the stories end up merging behind Mr. Mary Sue and then you don’t feel like a thief anymore.

Its the Hood of Whisper’s. There is another one available from a dungeon set called the Inquest Hood.

Where does one get the hood of whispers?

The the Level 80 Headslot available from the Order’s vendor. Obviously you have to become a member of the OoW to access and purchase said hood, but that is true for any of the 3 factions you get to choose from as part of your personal story.
