It may not impair movement, but it does affect movement, which ties in with Withdraw’s design. It should remove Torment.

There are enough conditions being spammed, this is a needed addition that was overlooked when Anet decided to add another condition without adjusting counters to it.

If anything it should be removed by HiS since it’s more akin to a bleed. I agree with vince though, it’s not really needed.
