I agree. I also think steal is bad design anyway. It’s useful but they could have done it so you don’t have to ditch your stolen abilities to reuse steal.
It’s basically the eternal conflict of should I save this ability for when I’ll need it or ditch it now in case I need my steal.
Now if you take improvisation you’ll have to use or waste 2 stolen abilities before you can use your step again.
Why couldn’t we just store them in F2, F3, F4 slots and keep our F1 free to steal/step.
And now they want to weaken abilities because of a GM trait we might or might not use?

This is actually the reason why I don’t think Improv will be a staple — it’s more hassle that it appears.
It doesn’t really work well with other traits that reduce the cooldown of Steal. In as much as I like the RNG reset of utilities, the stolen item gate will be really annoying and momentum breaking.
I personally don’t even consider it as a viable pick when Potent Poison is far more superior and works well with other traits.
