I’ve been doing map complete on my thief lately and I just noticed that I don’t have steal underwater. Is that a bug or is that working as intended?

Noticed that too, I have no idea what is going on. Could be if you stole an item on land you can’t use it underwater.

That can’t be it – the stolen item converts to an underwater equivalent.

It’s probably related to the steal bug.

It used to be the case that some stolen items would not work underwater and you could not get rid of the bundle. I’m guessing that was fixed ages ago but has come back again.

if you stole something on the ground and go underwater you can’t use that item and steal is locked untill you go back on the ground and drop stolen item

is it annyoing? yes
will it ever get fixed/solved? mostlikely not

given that you actually get “locked” icon i assume it is actually intended

The problem was when I went underwater it didn’t even show the lock icon. Where the steal icon should have been there was nothing there. I’ll finally be able to get back on today, I’ll see if this is still happening to me.

That…is new to me. I remember stealing off a warrior, chasing him into the water, and getting a different steal skill (something that gave a knockdown)

It was quite some time ago, and I don’t encounter underwater combat as often.

Not every item have a underwater equivalent.

If you have the wrong item, then Steal will be blocked until you use it on land.

Yeah, I didn’t have a locked icon at all, the steal button was gone entirely. That said, I used it today, and it worked just fine, so I have no idea what the issue might be.

Probably was too confusing for new players so they removed it.
