It’s a bug atm, causing it to be a nerf.. So it’s both. What I don’t get about Arena net is why they don’t test these skills out and fix the existing problems before focusing on other issues..

well, they said they were going to focus on bug fixes next month, so you could try to be optimistic. that said their bug fix notes usually mostly contain things like " random, usually unused, skill – this skill’s tooltip had the wrong shade of white text, the error was corrected"

The slow activation was there first before the tooltip was added later on when the game was launched. So it was intended to be that SLOW and the tooltip is wrong. Lets alone shooting at 0.25sec speed, if Trick shot were to shoot at 0.54sec like “Crossfire” it would be imbalanced as hell.
BUT it could have shot a little faster like 0.85sec or something like that.
You know, the attacks in this game like in many others are composed of an initial delay and a backswing. The activation time we see on all attack skills are the time between you start the attack and the attack lands. It doesn’t mean you’ll get to do one attack every 0.25s. There’s still an unmentioned backswing animation which shapes the real DPS of the skill.
This is no bug.
Regardless of whether it’s a bug or intended, many Ranged #1’s fire too slowly for the damage they do and the difference in the activation speed and actual sill delay is very erratic, making it at best very sloppy skill design. This is true of Trick Shot, Vital Shot, Long Range Shot (Ranger), and many Scepter/Staff attacks.
What makes this particularly irritating is that it isn’t true of all of the weapons. The notable exceptions are the Ranger’s shortbow, Mesmer’s Greatsword, and the Rifle for both Warriors and Engis, all of which seem to be working correctly.
