I doubt you can kill any decent players with that build. And you have to pray that your opponent has no Retaliation.

Mate, drop the tought of dual pistols its super cool but its competly a waste, its one of the worst set we have only s/p is weaker, (body shot + vital shot = USELESS) Unload has high iniative cost, means you cant use it for eternity either, however headshot and black powder is nice, but then you can just go dagger mainhand and go mutch better.

Any one to build P/P that has enough dmg to down players and enough mitigation?

Dont build it, show anet that it needs changes cuz it suck horrible.
