Traits
Ricochet – Pistol shots have a 100% chance to bounce to 1 additional target, Conditions inflicted by pistol skills last 33% longer.
Gunslinger – Increases range of pistols, pistol attacks pierce. Critical hits with a pistol have a 60% chance to cripple and weaken foes for 3s. (Cooldown of 10 seconds).
Pistol Mastery – Increases critical chance and damage of all pistol based skills by 15%. (This includes dual skills using a pistol.)
This effectively turns P/P into a very deeply traited weapon that uses both conditions and power to damage the targets, however not too much of both, it is a vicious weapon.

I agree that something like this is needed to make P/P useful, but I think you need to reconsider some of the abilities. Due to the nature of initiative and the lack of cooldowns, having a headshot>dirty kick combo is incredibly OP. It would be more balanced and beneficial to the set to have the dirty kick leap backwards to gain some distance.

I would also adjust some numbers on Ricochet and Pistol Mastery. Ricochet at 100% is too strong, unless the second target takes less damage. Alternatively ricochet could have a chance to spread conditions. This could work with any conditions, not just those applied by the thief. Pistol Mastery is just too strong at 15% crit AND damage. Every pistol build would run this. Make it 10% damage only, and buff pistols in general.
I think Dirty Kick should turn into Drop Kick that knocks back instead of down. This should only work if your target is close.

We can’t even be certain that non-human anatomy works that way at all! However, getting kicked in the fork still hurts, regardless of who you are.

Tactical strike is a stun that is also spam-able and costs only ‘4’ initiative if you make the combo properly, this costs 6. Its not as OP as you would think. However good ideas.
You also would have to risk going into melee with the opponent to execute the attack.
It has its opportunity cost and works well with S/P as well as P/P.
