PvE build for leveling post patch?
If it’s strictly leveling I favored the s/p. Blind field and a hard hitting evade. Idk what level you are but I grab 15 in acro for a extra dodge. As usual all power gear as other stats at low levels don’t do much anyway.
Same as pre-patch. 25/30/0/15/0 (those 15 points can be put anywhere really) S/P + SB. Short bow for mobility and sword/pistol for PvE godness.

So I stack only power for early game and then just throw some precision and defensive gear as i go along or is there a specific point where its better just to focus on 1 stat rather them all?
For farming (not dungeons) i go DaggerDagger, it gives me the most damage output. Running with anything else when farming makes it feel like i am ten lv’s lower.
For bosses/dungeon etc most favorable P/d, or S/p gives me the best utility/survival.
At low level, practically any stat works but around mid-leveling, 35-45 ish, you may want to consider taking specific stats. Power is priority #1 until you get to level 80 where you can get creative on your builds.
S/P is good a start, solid damage and straight forward, but if you favor mobility, D/D is your best weapon set. Same with range weapons, if you want mobility, take a shortbow, else you can use P/P.
I personally like D/D and P/P when leveling a Thief up — I’m currently leveling my 3rd Thief, currently level 22 — so it’s really up to you which weapon matches your play style.

Yes, focus on power to 25 then precision to 30 the spend the last 15 in whichever you want. I prefer 15 in trickery since you can use steal to gain 10 seconds of swiftness, fury, and swiftness every 30 seconds.
Sword/pistol + shortbow is the most optimal. Pistol whip pretty much just owns everything in open world content. Get sigils of bloodlust in both weapons to get the power rolling. Use black powder if you feel like there’s slightly more mob and if health is low, just kite around using shortbow + clusterbomb to kill.
While leveling I prefered condition D/D with DB spam, Caltrops and Malice signet for normal heartquests and events. Fast and safe easy-mode.
