Rate my build.
For what purpose? Certainly it has high hp and armor but lacks damage in every sense.
The runes may be overkill with both dd and acro.
It will probably die to a good condi spike after you use a few cooldowns.
Zero damage, lots of armor and evades. . . you can bounce around and survive, but not much else, until your bounces run out or you get stunlocked and die because you had no damage potential to make any headway in a fight. You being simply alive, as a thief, is no good for your team/zergmates/ people fighting next to you in pve because you have no support mechanics to offer to others, and also no way to down a target (which is our main role). More simply, staying alive for a full minute means nothing when your target should have died 45 seconds ago.
Start the other way around. Build for damage, then trade out for vit/tough/other survivability enhancements. The balance, as a thief, should definitely lean towards damage.

Very good build!
Fills the very important role of the “Perma dodge tank” in any wvw-raid.
Makes tanking various difficult pve encounters in wvw a breeze, while maintaining very important caltrop-cripple through perma dodges.
Although this build mainly shines in big zerg-fights, where you only have to hit each target 8-9 times (on shortbow, just to be safe) to get kill participation, it can even perform well in solo play, when in skilled enough hands. If you maintain a perfect dps rotation (takes some practive), you might even be able to clear an entire camp before the mobs start respawning.
The only point of criticism I have, is the unnecessarily aggressive rune. With Rune of the monk you can maintain pretty good uptime on regen from upper hand. If you still have trouble staying alive, you could even consider picking up Rune of Durability.
All in all a great build however, although i would only recommend it to experienced players. 10/10
I’m not really sure what purpose this fulfills outside of trolling with permanent evasion. It doesn’t really bring anything to duels or group play.

Well, it is nice that you tried to make something new, but…
This build has no potential basically at anything, what this build is trying to achieve will be achieved by other professions in a much better way, while bringing even some support, which this build pretty much doesn’t and no rune can compensate for that.
While I can see (I hope I do) the purpose for which you made this build, the simple truth is that it is not worth it. Just keep in mind that it is not Thiefs nor Daredevils job to do that which this build is trying to do, that profession is simply not fit for that role. If you wanna go that way I would suggest balance DPS with Toughness, maybe vitality, but forget about that toughness/vitality/Condi/healing power, to be honest it almost makes no sense as such combination will have no effect/outcome/potential whatsoever. If you wanna do that, Condi Druid might be the way to go.
EDIT: Also, don’t combine more than 4 stats, that is super ineffective in the overall outcome.
