If he was running double short bow then it was a troll build. Not to say it couldn’t do some decent damage with cluster bombs but it’s just far from optimal. If you wanted to try something like that yourself then 2/0/0/6/6 dual shortbow with energy sigil on each bow would work fine for you.

If he never swapped, how do you know he was running only short bow; if he only ran short bow, how do you know he never swapped?
With that logic, I must assume you meant he only used short bow, and most likely had D/P or S/D to swap to but didn’t feel the need to. You said he had quickness, which is a Critical Strikes trait, commonly taken by D/P thieves running 2/6/0/0/6. Heavy DPS would also suggest significant investment in an offensive trait line, such as Critical Strikes. Therefore, he was most likely running D/P + Short bow 2/6/0/0/6. An unusual choice of healing skill for a Critical Strikes D/P thief, since most take Hide in Shadows for the condition removal - Panic Strike D/P tend to use either Hide in Shadows or Withdraw as they usually take Shadow’s Embrace for condition removal - but, it is of course possible.

Weapons: Dagger/Pistol (Fire sigil/Air sigil) + Short bow (Fire sigil + Energy sigil)
Amulet: Berserker, of course.
Runes: Most likely Ogre, Strength, or Pack.
Healing skill: Withdraw (usually Hide in Shadows)
Elite skill: Basilisk Venom
Utility skills: Shadow Refuge, Infiltrator’s Signet, Shadowstep
