It’s only supposed to cleanse 1 condition. I think you’re misunderstanding the wording of the skill. It also cleanses 1 condition on each nearby ally. It doesn’t cleanse a number of conditions on you equivalent to the number of nearby allies.
They should just rewrite it to state;
“Refill endurance and cleanse 1 condition for you and your allies.”

Using “FOR” is correct otherwise it won’t make sense because that sentence has a conjunction “and” thus “Refill endurance ON each nearby ally” is weird. Using “for you and your ally” is the best solution.

As mentioned, it’s not bugged, just a poor tooltip. I ran this once to get a bulk cleanse and was deeply disappointed when I learned that it wouldn’t help me in a condi-bomb situation.

This confused me for the longest time until I realized this is actually how it works.
I would however advocate that, even if this is how it was supposed to work. In the current game this is not enough nor balanced.
Look at other signets that remove conditions:
Ranger > All conditions to pet
Warrior > Removes 12
Necromancer > Sends them (all?) to a foe
Our signet needs to be brought up to par!
Then our dmg and dodges would be too.
It’s a low cooldown instant-cast ability that refunds 100% of base endurance, cleanses a condition, and does this to all of your allies, too.
Asking for more is way out of bounds without bumping that cooldown into the stratosphere. The core thief lacks burst condition cleansing, and really needs ways to get access to it that doesn’t overpower the DrD, but asking for an increase in potency on SoA is not the right place to look for it contradicts the above goal and in it of itself isn’t justifiable.

360 radius, so basically it is going to be useless 99.99% of the time. Thieves don’t huddle with their teammates, thats the fastest way to get killed. It shoud be cleanse based on number of enemies but i guess that makes too much sense to be implemented.
The sigs flaw has been overlooked anyway because of its active and some of the other cleansing options.
