Signet of Shadows or Assassin's Signet?
Depends on what you’re doing, in my opinion. I refuse to explore / solo without Signet of Shadows and Shadow Refuge. They’re too handy. However, in group situations / pvp / etc, other abilities are much more useful.
It really depends on your character build and the general situation. For general open world content, I’d say Shadows. The permanent movement increase is just too good (as well as the emergency AoE Blind). Having said that, you could always switch it out for the Assassin when you know that you’re about to fight a Group Event or Skill Point mob.

Nice…but what about sPvP?
I can’t seem to give up the speed on signet of shadows. I kind of feel like I would like my utility choices better if I had all 3 slots to work with. Therefore I am trying to make a dagger, pistol, shortbow build that is resilient, fast, and can use heartseeker for bursts of speed/escape but primarily uses shortbow for damage

Signet of shadows was useless in sPvP the second they nerfed the active by removing the immobilize.
In any open world the movement is important just because walking is too bloody slow otherwise.
I walked slow once, and it was awful. How people walk that slow i will never understand.

I love Signet of Shadows, but I feel it’s a wasted utility slot if used just for speed. The speed boost isn’t as noticeable in a lot of combat situations, so I recommend that if people choose to take it, they should definitely make use of the active portion of it as well. Many ignore it and just leave it on passive. A ranged, AoE blind on a 30 second CD is pretty useful.
Honestly, both are pretty worthless in sPvP, but I would argue that the passive from Signet of Shadows is better if you are playing a roamer. +90 power from Assassin’s Signet is nice, but there are far better utilities you can have in place of that.
Isn’t Assassin’s Signet used for 150% next attack damage active?

Signet of Shadows is great in PvE for speeding up general travel. Not so great in sPvP, where you’ll be stuck in combat (and slow) a lot of the time, as well as needing the skill slot for something else.
