Some traits that need to be looked at
Back Fighting is actually really good. When downed, you can kick someone’s kitten and rally. It’s a big damage increase.
Hard to catch needs to be moved to master tier. At best (being really generous) its on par with mirror of anguish and reaper’s protection. It could be exchanged with fleet of foot which should have the internal cooldown removed and be changed remove a condition on dodge roll. Non-stealth thieves could then choose to take condition removal on par with the adept trait in the SA line.
Hard to Catch needs to move down and move Assassin’s Reward up. Assassin’s Reward will heal you 80hp(?) per Initiative everytime you lose or gain Initiative.
I miss “Bountiful Theft”
The vigor effect is good, but the stealed boons runs for only 5 secs and then with one stack. Every mesmer with Arcane Thievery can do this better.

It’s good to be bad!
Thieves are still capable of doing a nice burst, and all those small % buffs stack up pretty quickly. Dagger training and Flanking strikes are very important for burst builds.
Quick Pockets is also surprisingly strong in certain builds, a good example being a s/d+s/d flanking strikes spam build. Quick Pockets gives the extra initiative to make those builds possible.
