I’ve noticed this too, at least in PvE. It happens incredibly often. Probably more often than not.
Oversight, I assume, or buggy implementation of disengage-routine. Stealth is more about defensive and offensive mechanics then an ‘out-of-jail’ card.
Regardless, staying in combat when you’re truly not is really annoying. Especially since your run speed is slower in combat than out of it, which makes exploring really difficult.

Do you happen to know what the regular disengage leash is like? If I could put out clear numbers, I’m sure devs might pay more attention to this.

I found that the only way to reset this situation is:
1) Log out, log in again
2) heal yourself and kill the nearest mob you can find.
It’s just as bad in pvp. I can go stealth and escape a fight with no health only to never start regenerating it. I should start gaining health back automatically after not attacking for like 15 seconds. It’s been several minutes sometimes that I’ll be alone on a map hiding with no health waiting for it to regen but nope. I have to use my heal and then wait another 30 seconds for it to come off cool down, sometimes have to use it again and then wait for ANOTHER 30 secs before getting back into the fight. This is a HUGE problem that needs immediate looking into!
I’ve noticed this and other problems too. Stealth should be a full aggro dump and it rarely is. It’s very common that I’ll stealth to drop aggro and as soon as I come out of whatever mob was attacking me before goes right back to attacking me even if they were taking damage from another source.
It’s ridiculously buggy.

Lol, yeah. I’ve done this. When logging out and back is faster than disengaging, there’s a problem to be recognized.

Confirmed. Got me killed multiple times on boss fights.
