So, is there a way to just blind a foe and not shadowstep with d/p 3 skill?

with D/P-3? i don’t think so but D/P-6 does fire a 900 range blinding shot to a single target on top of the AoE blind it does.

But it reveals you from stealh. I’d like to do stealh blind to make enemies burn their evades and skills.

If you want to stop the damage part. you can stow weapon cancel after the shot hits.
