They can either control the fight or do stupid amounts of damage, they cant do both.

They don’t do much in a match, but the very few things they do, they do far too well, which makes it really hard to balance. Decapping and skill spam are the only thing they can do.
Control a point and want to waste people’s time? run condi 3 spammer
Enemy downed in a teamfight? run vault spammer and punish anyone who wants to cleave/res the stationary downed player.
See the enemy rotate off of their close to help mid? Use your infinite mobility to decap and then just leave when you see someone coming.
These are pretty much the only 3 things thief can do though….
If you took away the damage, who in their right mind would play one? I honestly don’t know if thief CAN be balanced because they just do not fit into the GW2 theme at all, they feel like they are from a different game…
but they can’t join team fights, apart from the occasional gank, they can’t actually duel for a point and bring sod all support/grp wide utialty.

Actually classes migth be more balance than many think, the problem is Anet enforcing the crap aoe/cleave spamgame from pvenuublandia tha tmade pvp even hugly to watch on streams.
Cleaves from auto atack need to be removed gamewide, it is what is making the powercreep most of time, players clash end every one cleaves will splash damage every one.
Sometimes a thief cant get to mcuh closer to enforce is damage on targets couse he will melt to the present cleave spam on the arround its ally….
The game needs to be more similiar to gw1 pvp, it needs to be more team know how on offense and defense….but since it requires more effort from players every one see it as a bad thing…. it requires more effort..

… yeah thieves are so “OP” and yet nobody wants more than one on team.
Somehow people also have no issue with how much dmg DHs or wars pull out (which is far more than thief does) while being extremely tanky.
Anet pls delete thieves from game. It’s getting out of control having 4 thieves in every single game. I play DH and I can’t hold point against thief, their damage is just too much and their HP is crazy high with Barbarian amulet. Not to mention thief has much more mobility than me, my traps most of the time can’t even one-shot him and they can even teleport! Every time a game goes south, team blames me, but what can I do agains such unstoppable force thief is known to be. Thieves just spend their whole game just camping mid and cleaving everything there having it easy time.

You’re right, they can’t. On a good day Thief is lucky to manage one. On a bad day…
