Vigorous Recovery vs. Fleet Shadow
Fleet shadow is probably better for getting out of a fight that’s turned against you. 50% means that you can outpace nearly anyone that’s still stuck in combat, and that’s assuming they know exactly what direction you started running in.
Basically: hit blinding powder, run like hell.
Edit: Oop, forgot about the bug Dasorine pointed out below.
I’d say if you have good access to stealth, go for fleet shadow. If you’re running withdraw, or actually use the active on signet of malice, take vigorous recovery.
It’s pretty obvious, and nobody’s impressed.

Just remember fleet shadows only actually gives 33% movement speed (out of combat because its capped, in combat because its bugged)
It’s not bugged in combat. It’s faster than swiftness in combat. I would say that fleet shadow is better because you use it way more often.
It’s good for landing backstabs as well as running away.
IMO, possibly the most underrated trait for solo wvw roaming.
Dasorine is right. The 50% never applies, not even during combat. Vigorous Recovery is much better. Especially with Signet of Shadow available.
It applies for me, It’s very obvious that it works.
I’ve tested it, and so have others. It absolutely does not give over 33% movement speed in any situation.
Testing it is easy as hell. Start fighting something, apply Swiftness, run around, then activate Blinding Powder. Your speed won’t change.

Got a link with math to back it up? I’d like to see. Rather then “It seems to not be 50%”. Or “I think it is 50%” in my case.
Lets see it.

Why would you need math? Just get Acrobatics 5, hit something, dodge roll, then use Blinding Powder. You won’t move any faster.

Gonna back up Grimwolf because I just tried this (Specifically, Stealth → Dodge roll) and could not see a difference in speed when either my stealth or my swiftness ended first. For bonus points, I also tried it while afflicted with cripple, to see if the bonus speed from fleet shadow was only relevant when your speed had been reduced further, and still saw nothing.
Fleet Shadow is 33% speed, so basically swiftness that can’t be ripped / removed / stolen. Which is worthwhile, it’s just not exceptional.

Well that makes me sad, I realy liked the trait…
