Could some one link the skin that he is using? Especially the head.

The Pauldrons are the crafted lvl400 leather armour. I assume the rest is as well.

The hat is from the Karma Vendors in Orr (42k Karma if i remember correctly).

Head: Rugged Hat(PvE and PvP)
Shoulders: Emblazoned(crafted Exotic)
Chest: Commando Coat(Personal Storyline quest in Orr or ??? in PvP)
Gloves: Your choice, as the coat covers them up.
Legs: Commando Pants(same as the coat)
Boots: Same as the gloves above.

I don’t know how many times i have to post it, but it’s still the Hat from the Orr Karma Vendors, which costs 42k Karma.

I looked under Free Tournament and its the ‘Rugged’ set!

So to get that set I would need to do what exactly? Win any tournament or just join one or?

Why not just try it out haha. Also keep in mind that PvP gear only shows up in sPvP and tPvP.
