I saw a thief in the PvP hall. He wore a sneakthief armor and was equipted with two pistols. BUT. Around his right arm there were three blue glowing and flying daggers. It looked so coool. What is it?

I do not think you refer to a skin at all. This is how Distracting daggers looks when traited and used under the new Ammo system.

Load up DrD if you have not, tke distracting daggers as a trait and use it. You will get those daggers.
