I stopped using SR a while ago but right after the patch there was an issue where you would leave the circle after it disappeared and stil lget revealed.

Yes – so you should position your SR in a way that prevents a player who is moving from running out of it before they can react to the SR being used (stop moving)

SR has pulses, so if you enter it late, you will have shorter stealth time.
In my opinion, these pulses should determine how long you have stealth, and if you leave early, you destealth early.
The last tick on refuge makes sure u stealth even if u get in late.
Tip:
1. Be patience in dungeon when using refuge, let your party member dies if they don’t wanna be patient.
2. Save a dodge for inside Refuge when pvp pr wvw.
3. Throw a Refuge as a decoy and shadowstep the opposite way.
