Which ascended weapons first?
2 x pistol and then staff is what I did. I would go for staff first now though, it’s more dps against single and multiple targets, and will be the main source of damage. Haven’t equipped a bow for ages.

Staff would be my second choice since we get an exotic Staff for free with DD unlock.
P/P is way more damage against Single targets now. Chaining 4-5 unloads with 25 might stacks is super easy in PvE.

Please test the dps from staff when you dash to the target and use the initiative for Vault attacks. I prefer P/P against single targets (or even two or three, need to consider backstop) because it’s more fun and you can kill annoying mobs without having to stop running, but looking at the numbers, staff still wins against single targets, especially if 6 Unloads are not enough to kill.
You get a free exotic staff, but it has no Berserker stats to pick. And you can buy exotic pistols on the TP.

Massive AoE damage is king in PvE (especially in open world PvE), and indeed, I would pick a staff first (and I actually did).
That being said, if you’re looking for a crafting discipline, I would strongly suggest Huntsman instead, since it lets you craft both Pistols and Shortbows (and Harpoon Guns), not to mention the best Nourishment for Power builds (Furious Maintenance Oil).
If I were you, I’d start working on the Bo collection and / or do world bosses such a Teq every day and / or WvW to get an ascended staff, and level Huntsman in the meantime to be able to craft your secondary weapons.
Getting Artificer or Huntsman crafting to level 500 is really easy and fast, compared to getting all items for the Bo collection or killing Tequatl 30 times. T4 fractals would be faster too.
If you have some 30 to 40 gold and a booster, you can get one of these crafts from 0 to 500 in less than 2 hours. I did that for 3 crafts, took me 2 crafts to learn the drill though.

It is a 3.2 Skill Coefficient (Vault is 2.25), costs 3 Init when everything hits (Vault is 5), 8 stacks of might (240 power). Those might stacks are easily 25% more power when maxed out. A player can easily drop 5 Unloads compared to 3 Vaults along with substantially more power on a significantly harder hitting skill.
On a single target Unload wins by a good margin.

Also do not overlook the fact that in a 1v1 Pistol 3 generates 8 attacks versus staff one which means you much more likely to trigger on hit or on crit sigils per ini spent. The difference can be significant .
What do you think would be the optimal choices for weapon order for ascended weapons for the Thief for PvE? I’ve mostly been grinding HoT but want to prepare for raids. I want a flexible selection of weaponry for basically any scenario.
I find myself leaning toward 2x Pistol, then Staff, and Shortbow last. Is this a good order to make them?

Good point. The same effect also makes Invigorating Precision more reliable as well.

Like Vitali said, if you plan on raiding you should be going for daggers. You can make dire ascended daggers and then flip them in the mystic forge to vipers. Cheaper than crafting a vipers set outright. And then craft a zerker staff so you can prepare a power set of gear as well. But you definitely want a condi set of gear too.
Oh and you get basically one free ascended weapon from that Caladbolg quest line.
