Just a question about the panic strike build. After spectating many people in dueling rooms I feel like I am the only one running dagger training.

I have the understanding that improvisations 10% only came from non-stolen bundles. Is the RNG to recharge something useful really worth 5% more damage overall?

Recharging a Deception or Signet is RNG but crazy strong. The benefit of regaining one of your utilities can arguably outweigh a small damage bonus depending on your matchup. That will only get stronger when healing skills also become skill types.

Duels are won when someone lands a CC that the other guy doesn’t have a utility to deal with. An Improvisation proc that recharges an important utility can win outright. The 5% damage on dagger training really doesn’t matter at all. If your Panic Strike / Sneak Attack lands when they can’t break it, you win with or without Dagger Training.

A chance to make a 60sec cooldown RoI or 45sec Assassin’s Signet a 21s cooldown is indeed worth it.
