I just can’t bring myself to give up an extra 20% CD off of Steal. But it’s a compelling choice.
If you’re a condition build, I can see the uses this new trait would have. Couple it with the new and improved Runes of Balthazar for easy access to two conditions thieves traditionally don’t have access to.
Use your heal (causing burning), Sneak attack, Shadow Strike, then steal and shadow strike once more. If traited correctly, you’ll have dumped burning, bleeding, torment, confusion and poison on your target.
Edit: Sigil of Frailty is good for laying a cover condition, with it’s 2s CD and 50% chance of proccing on hit. I tested it, and it’s almost always up. Chill and Fear are about the only conditions now that aren’t easily applied often now, and you can get the sigil of ice for chill, albeit on a 2-3s duration.

Shadow refuge. Walk up to your foe . Drop caltrops , heal putting on burning , sneak attack, torment away with shadowstrike steal to opponent. Have hydromancy in one weapon, swap weaponsets.
