Best ones in my opinion are Thief, Mesmer, and Ele. Two good thieves can be unstoppable especially if their builds complement each other, for example if one runs trickery for some support and the other runs pistol offhand with shortbow blasts.
Thief and Mesmer can basically burst down any target if they are well coordinated.
Thief and Ele are good because the thief can kill while the ele supports with healing, protection, fire fields, damage, etc.

Hyper-burst Thief/Tank Guard is hilarious when done right. Guard can engage and use immunities/blocks/healing/hard CC the targets to soak up a ton of damage and force evades while supporting the thief with protection/the hard CC/healing/might stacks for the thief to engage and pretty much one-shot each target as necessary.
Thief/thief I’d argue is the strongest overall as the class can combo off of smoke fields, SR, etc. dropped by your ally, and both can bring a lot of disruption, damage, and reset potential. You need to have people build around it a little bit, though.

I have played many time on a duo with a friend, he had a
D/P thief and me I had a mesmer pu or condi thief. Well played we have ever done 2 vs 6.
A team of one power and the second one on condi is pretty lame and let no chance for the other team.

As a condi thief, I found roaming with a medi guard to be insanely good. The enemy was conflicted about who to target first, and we had decent doses of condi and power. The guard was even able to give me burning which helped a ton.
That being said, some of the most dangerous roaming I’ve seen has been with a Theif and a ranger. Rapid fire from stealth out of nowhere combined with basilisk venom is just straight up rude. lol
I’ve said this elsewhere, and I’ll say it here. I prefer a good bunker like a healway guard or a d/d ele. If I had to decide between the two, I’d probably pick d/d ele because their mobility allows them to disengage better than a healway guard.
A lot of people like thief/thief or thief/mesmer because they like to stack stealth. However, this is really only effective at the lower end of the skill curve. Stealth won’t help you against a proper 2 man comp or against decent opponents who outnumber you. At some point, you need someone who can take the focus off you and allow you to dish out your damage.
What often happens in thief/thief groups is that when they run into a proper 2-3 man comp, both thieves will land their burst, but fail to generate a down because the enemy has a bunker support. Even if they did generate a down, it’s very difficult for either thief to stomp due to how punishing cleave damage is. Then both thieves will be forced to stealth repeatedly to avoid the focus from the enemy burst and usually end up failing to kill anyone. This is why you don’t see many thief/thief comps in higher level 2v2’s.
When I play D/P, I like to have another D/P thief or a mesmer.
If I play S/D I like to have another thief, mesmer or (D/D) elementalist.
i personally enjoy more of a tank to help me out like a warrior or guardian for good con removal / aoe control then all the thief has to do is let there tank get them around 70% just tko them.
Thief/ thief is the most fun. After that, I’d say a Tanky war or guard is great (especially hammer war) for the CCs and focus. But dual d/x thieves are the best if they are played well. Just really hard to kill, and when you kill one, you have to worry about the other, which is annoying alone.
Tbh, I run solo mostly. Solo thief is very fun, just to tail Zergs and farm your loot bags, picking them off until they have lost 15+, than just tell ur cmd u killed 15 of the enemy zerg and they are at D location so the vid comes and wipes. If they are a small group of sub 10, you can burst 1, wait for them to come Rez, and than use dagger cleave to put high pressure on the people rezzing. Usually I can down 1 more and force the others to pull off and heal. Usually it works best if you burst the worst player in the group. Prod them a little bit to find who is squishy and low-damage (every group has one unless they are all full zerk or full tank). I run this tactic a lot against small man groups since it’s what I fight the most.
If you are looking to do this, build with SA and not full zerk. I used to run full zerk, and it helps you learn how to sustain. Also moving around a lot in stealth is a good thing since a lot of groups will focus on cleaving you and pulling you into melee.
