The build not one or the other as it predicated upon using both in equal measure. It works very well in WvW. You have tremendous survival in comparative terms and can mitigate damage directly and indirectly very well.
Note there an option of taking 10 percent damage mitigation food which I generally use but this not available in the build editor. Using build as listed you can get 3200 power after the bloodlust stacks if you use an assassins signet but I prefer the low cooldown scorpion wire.
The weapons chosen are to ensure single target damage maximized. In swapping weapons which you must do with regularity you get three hits that are guaranteed crits. If you are using AOE or attacks that have multiple hits (unload as example) you are not maximizing damge because of lowbase crit rate. care must be taken not to overide those crits with a dodge whereby the three are replaced by the one.
In between your weapon swaps you will use your scorpion wire and head shots along with daze of stealth and steal to generate interrupts. This will trigger PI which I have hitting well over 3500. On the pistol off hand you will get another 1k in addition off draining along with a heal.
Weakening strikes gives 10 percent more mitigation and if you have that food on top of that , after a dodge you have three sources of 10 percent each which makes the build very robust. Havoc mastery also works well here if you go the damage route.
I chose BV over Impact strike because It also has a stun which can be done at range and allows for a great finisher with BV dodge HS dodge HS both Heartseekers will be crits. You can also use this to track and kill those fleeing a battle using shadowstrike after a BV to ensure it not blocked. BV also works great for pulling a DH out of his traps using the scorp wire (just watch for stability)
With upper hand you always have regen running. The PR s/d infiltrators and the cleanses off trickery tend to be enough condition cleanse . In a pinch if facing a foe with lots of condi’s you can pull out of combat and flip to EA but I have rarely needed to do that. Upper hand/preparedness and the lower steal cooldowns allow ample INI. This can be used in a pinch with infiltrators used consecutively to clean conditions.
Swindlers will get you that 5 percent sword bonus and will lower your steal cooldown to around 17 seconds in a typical fight dependent on the number of evades you get. With the d/p shadowstrike and those steals along with UC for permanent swiftness you have numerous ports and great on map mobility.
With good timing you can steal(interrupt) headshot (interrupt) scorp wire (interrupt) weapon swap 3 AA off sword and get great spike. TOTC really does not do much in this build so flanking strikes taken more for the quickness which will push base crit rate to 30 percent.BD a great added stun break with a knockdown that can provide yet another interrupt.
