Looks like something someone new to S/D would put together. Far too much emphasis on dodging. Dodging deals no damage. You need to maintain pressure with S/D, or any offensive build for that matter. By the time you’re even half-decent with S/D you’ll be less than half that dodging capability and you’ll find you have more than necessary.

Signet of Agility, 30 Acrobatics picking up vigorous recovery with no energy sigils should be enough for an S/D beginner, and after a good time playing it you’ll probably start looking at shifting those 30 points down to Trickery for bountiful theft and sleight of hand for the additional boon steal and the daze + reduced cool down on steal which a lot of people underestimate (myself included).

This is the old, old S/D build. It is nothing really new, and it does have much more emphasis on evading. That’s not necessarily a bad thing, because you can just dodge past necro marks, engi bombs, nades, etc.

It can still be good, but the reason Jumper wanted to use S/D S/D was for the sword 2. It had infinite range on shadow return, and if you swapped weapons fast enough, you could used infiltrators strike to port onto a point from 1800 range with both your sword ports. You cannot do this anymore, and it no longer has infinite range. Best option is to just have a SB as a secondary for the poison and for downed cleave.

It actually is; you just throw 30 in critical strikes, then 30 in either acro or tricks. The remaining 10 can go anywhere but usually goes into deadly arts for mug. Amulet is berserker (duh) and runes are any set which offer you either what you need and lack, or decent offensive stats. Utilities are purely personal preference. You change them based on what you realise you need as you get more experience. Common combinations are:
- Shadow refuge, shadow step, signet of shadows
- Shadow refuge, shadow step, signet of agility
- Shadow refuge, shadow step, blinding powder
- Shadow refuge, assassin’s signet, signet of agility
- Shadow step, infiltrator’s signet, signet of agility
- Roll for initiative, infiltrator’s signet, signet of agility
As you can see the most common occurring skills are shadow refuge, shadow step and signet of agility, and those are also (obviously) a common combination, so you could start there.
