for open world anything goes, it all depends on how you like playing your thief.
D/D is very “Rogue” stile with backstabs and a lot of stealth S/P is more of a tankish cleave dmg, D/D condition dmg is very good too so it all comes down to personal preference.
In sPvP and Fractals is were you need to be more careful with what you pick but as long as you are effective and have fun it doesn’t really matter.
I do a lot of D/D with core thief. The cheap dodge on the 3 helps a lot. Something that is always helpful to keep on hand though is Shadowstep or Signet of Shadows.
Shadowstep is a nice and useful Panic button for when you get knocked down by something big and the knockdown duration is SUUUUPER long. Also useful for cutting corners when you figure out how shadowstepping works and what counts as a valid shadowstep.
