ini regen was increased from 0,75/s to 1s but ini on crit was nerfed from a 1s ICD to kitten ICD. if you dont use that trait you will notice a slight “buff”, if you use it its the same as before or a bit worse.
It’s a good thing I run a 10/0/0/30/30 sword build. I get to wade through the whine it’s a game, guys. It’s not the end of the world.
On a 0/30/30/10/0 D/D build, running no +initiative traits, it feels about the same as it did pre-patch. Out of combat is a bit better, allowing me to spam more heartseekers for overland speed. If there is a difference in combat, it’s subtle enough I can’t see it. That may be observer error. I’m not doing controlled tests
I think the opportunist nerf and the base regen buff are basically cancelling each other out.

Over all it was a nerf. Builds that don’t use init regen trait got slight buff.
The regen-buff vs. opportunist-nerf hasn’t been very noticeable for me (P/P crit-build), so I can’t say one way or another. The regen-buff itself, however, has been pleasantly accepted. :-)

Are you saying you don’t need Infusion of Shadow for DD builds now if you chain CnD? If initiative regen is that big, then I’d love to swap in condition cleanse.

Yeah. I swapped out Infusion in favor of Embrace after the patch. The buff is noticeable enough for me. I haven’t missed Infusion at all, and I’m loving the condi clear.
For the specs that made good use of opportunist though, I can see how this change could have hurt those specs.
Initiative is fine for me – but the Thief is still terrible for many, many other reasons.

The new opportunist promotes slower gameplay, so chaining benefits you (if your opponent can’t figure out what you’re doing). Right now I run both blind on stealth and condition remove in stealth, but then again I did before this patch so its been a pretty neutral change. I actually like letting stealth drop naturally a couple of times in longer fights and auto attacking then bursting when they hit half. Lulling opponents into a false sense of security works well for me lately.

You can’t chain C&D only with base regen, 1 init/sec, 6 init for C&D == 6 seconds to restore.
The new Init regen gives all set an extra dual-wield attack (skill#3) like it gives P/P an extra Unload before going auto-attack.
Full set of 5 unique skills for both dual-wield weapon sets: P/P and D/D – Make it happen
PvE – DD/CS/AC – If that didn’t work, roll a Reaper or Revenant.
The nerf to First Strikes in the CS tree really affects PvE builds more than PvP since you’re constantly landing attacks in berserker armor in PvE, whereas in PvP, you’ll generally have less crit chance from armor and will spend time doing other stuff (moving around, healing, using utilities, stomping, etc.) which reduces the amount of time you spend attacking.
Personally, I’ve noticed a very positive change to initiative regen in the 0/30/30/10/0 D/D build I run.
I love the new ini regen since I don’t have to get Quick Recovery anymore and the new ini regen is already better than the old ini regen+Quick Recovery. With that said I also like the new Opportunist with 50% chance instead of the old one with 30% chance. Well I wish the CD should reduce to 4sec since I think 5sec is a little too much.
I’m very happy with the new ini regen and being able to drop Quick Recovery. Currently running 15/30/0/25/0 instead of the old 10/30/0/30/0.
