You don’t need stunlock (it’s not like PW had stunlock before), but only truly awful players stand there and take the swings after the stun has ended because….why would you? Where can you position that prevents a player from walking/dodgerolling out of the way of the swings?

I think leetsauce means the position of your character relative to that of the enemy’s before AND after their attempts to evade the attack. When activating the skill you have a small window of movement ive seen many good s/p players use this very effectively hitting people at a sort of 45 degree angle etc.
Tho in support of you OP this was before the stun was shortened even more and and I think a lot of people dislike s/p in a pvp setting because they feel it requires an elite slot and/or venoms to have any chance of the initiative use being worthwhile. Couple that with some of the other more “fruitful” builds like d/p or p/d being easy and providing more lols then I can see why its a struggle.
