Anyone run into them lately?
it happens quite frequently
at first i thought it was just some obscure scenario but it occurs too often and I have
not figured why that is

I will teleport to the target but don’t steal anything, even if the target isn’t dodging or invuln

the screen will say obstructed

I thought it just me. On shooting from ranged I seem to get obstructed messages where I never got them before.

Does it go on a 5 second CD when that message pops up?

Last night, I noticed my steal fizzling and going on kitten CD. I thought maybe I was out of range – but I never had this problem before last night.

yes its known since 26th patch but its not about the skill steal its about porting in general. i have witnessed this bug on shadowstep, infr arrow and steal as well so far.
in case of the non-targeting skills sstep and infr arrow u port to your current position and get the obstructed msg then (skill going on cd). in case of steal u port to ur target but without function or effect as u said.

steal is such an important skill for thieves
