And 3 years of slacking from the development team. What I’m about to say will sound kitteny, but that’s because it is me being kitteny about this matter. There are many things that where fixed since launch, took forever though, but they where eventually fixed or improved, however the condition damage is not among them.
This game promised the world, unique character, look, style, this, that, but when it comes to combat every warrior is the same, greatsword/longbow because anything else is a kick to the groin. If you want to make a bleed damage spec you’re kitten out of luck, no matter how much condition damage, duration and attack speed you stack, Arena Net will come running towards you and kick you in the balls so hard you’ll die. The maximum stack count of 25 bleeds per creature has to be one of the most dumbest things ever created in the history of mmos, It’s not even 25 stacks for each player, no no no, It’s for all players. If you run a dungeon and there are two players that rely on bleeding damage, their dps is automatically cut in half.. So, can I be given a really good reason as to why this kittened limitation is still in the game after 1 year of beta testing and 3 years of activity?

The game has only been officially released for barely over 2 years. It won’t reach it’s third year until August of 2015.

The condition cap is do to resource limitations more so than balance I believe. If we could have like 0-900 bleed stacks for instance, and adjust the damage of conditions to compensate it would probably help with the issue of capping out conditions. But I’m assuming that that would probably require a huge amount of resources with conditions ticking across the entire game.

The worst I have seen was Warhammer that implemented a system where if 2+ players used the same AoE that overlapped areas, only one of the AoEs did damage. Imagine 75 warriors using thousand blades and the 1 player there standing tall at half health.

A 25 stack cap is annoying during World Boss Fights, but outside of that situation it is a decent way to prevent players for insta-dying and condi-dodge/run away mob fights from overwhelming other aspects of the game.

I am definetly in support of raising the cap for Champ level monsters.
