I assume they don’t post because it’s proven to be a massive time suck that never solves any problems, and generally makes them worse.
I assume some things eventually make their way into Anet, whether through the mods and/or community relations people like Gaile, and maybe even the occasional dev. How much of an impact it has on game development, I have no idea.
I’d say the purpose of the forum should be seen as a place to get answers to questions, learn new things, and present new ideas to other players, without the expectation that Anet will carry anything forward to change the game.

That’s because the best answer ANet can give is something like “purity of purpose” or other similar feedback with vagueness on design choices. Players pick that message apart and it creates more angst.
It’s not based on feel or player feedback or anything other than – ANet thinks it needs to change because (1) too many players are picking this build option and (2) start thinking about the changes near year end to a year from now for xpac for balancing some mechanic that may/may not see a benefit from this trait or a utility change. That way if the change doesn’t matter, they can adjust back how they see fit and it considered a buff (poor Healing Signet roller coaster).
I think some of the basis for the changes is rooted in PvP. With the sigil changes especially power builds lost quite a bit of damage. Sigil of air/hydromancy were essentially an additional auto-attack each and they could crit. That added up to a lot of plink pressure. I’m actually starting to like the new Endure Pain because in long fights if you kite well you can use it twice. It’s not the same as the old for sure but we have adapt to what they give us and keep going.
Power warrior is still best dps build. What is your complaint?
