An incentive to use up adrenaline?
Imo, you’ve made the choice to store your adrenaline when you selected those traits.
See, what you picked as an incentive to KEEP your adrenaline, rather than to spend it. If you want to get more out of your burst skills, you should be able to by investing in the Discipline line.
…even if the +burst damage attribute is useless atm and really needs to be replaced.
Priorities, what to do?

Only adrenaline skills worth using are: Axe if you are high power/crit/crit damage, Hammer < Duh reasons, Long bow in WvW and the rifle. Other than that I ignore the adrenaline “Burst” moves. They pretty much suck and leave you vulnerable.
Yes, +3% for 30 points seems a little broken.
Adrenaline seems to be one of those things that a spec is either made to spend a ton of, or never spend any. I don’t know if there is any middle ground.
My dps gsword/axes spec is pretty much always full adrenaline (1-2 attacks fills it up). By taking the 15 point strength trait, you get back half your adrenaline for each burst skill, giving me 2 free dodges every 9 seconds, along with the damage from axes/fury from sword (let’s you sub out FGJ for a strength banner). And thanks to how quickly it refills, I’m very rarely not getting the crit/damage bonus from having full adrenaline. Best of both worlds.
I tend to store up adrenaline on my axe/axe spec as the benefits of keeping full adrenaline tend to massively outweigh the benefits of using the axe burst skill. I only unload with axe burst when its clear that I won’t be taking a large amount of incoming damage. I’d love to see eviscerate buffed to the point where you really want to use it every time its up with full adrenaline though.
Exactly what I’m talking about! Spending 10 points in Strength, regardless of your other points, for 12% extra damage easily outweighs any of the burst skills, atleast in PvE.
This was an idea I had to change that, to me it’s more interesting than just flat out buffing the burst abilities.
