Now on a more serious note:
The build is in fact a bunker of my own creation. The Lyssa runes’ precision provide no benefit other than the occasional bleed on crit due to the 5 point trait, however your goal is to constantly be using Signet of Rage to maintain 100% uptime of fury, swiftness and might, as well as 20% uptime of stability, regeneration, protection, aegis, retaliation and vigor. Utilizing the new healing signet and Adrenal Health, as well as your 20-40% regen uptime you have insane regeneration while you go about your business. I’m not too great at explanations so let me know if you have questions.
And yes, I know that it’s the wonkiest build you’ve ever seen. 0/10/20/30/10 isn’t exactly heard of.

one word, runes of perplexity
I run Apothecary mixed with a few other things to tweak my stats in WvW. Very good at wearing down single foes while you roam. As of late I care less about being effective in large scale fights and more about being able to take out any single player I encounter. Personal preference though.

I’ve been using Steelo’s above build in sPvP (I have to use a GS in WvW for my character’s appearance

It’s really pretty fun and it’s re-freshing to have some builds running around other than “Skullcrack > 100 Blades”
Personally I’m using it with runes of the soldier, so while I’m in longbow mode I can remove the conditions easily. getting conditions applied to you when you’ve got the warhorn out is hilarious, I wait for Necro’s to ram every condition on me at once, press warhorn 4 and 5 and then I’m a guardian for a few seconds
